亲爱的万里汇客户，
Dear WorldFirst Account Customer,
万里汇 致力于遵守包括制裁和出口管制限制在内的所有适用的国际贸易法律和法规 （“贸易法）。这些贸易法包括制裁和出口管制限制，可禁止或限制向俄罗斯或白俄罗斯运输受管制物品， 并且对违规行为进行处罚。因此，万里汇将不处理涉及此类制裁和出口管制限制商品的金融支付和交易。
WorldFirst is committed to complying with all applicable international trade laws and regulations (“Trade Laws”). These Trade Laws include sanctions and export control restrictions which may prohibit or restrict shipment of certain controlled items to Russia or Belarus, amongst other destinations, and impose penalties for violations. We therefore will not process financial payment and transactions involving restricted goods[1] when shipment of such goods are prohibited by sanctions and export control restrictions.

Examples of such restricted goods include, but are not limited to, goods in the following 16 categories:
1. Items specially designed for Military or Weapon applications (军事、兵器专用物品);
2. Semiconductors and integrated circuits (半导体和集成电路);
3. Computers and computer components (计算机和计算机组件);
4. Telecommunication products and parts (电信产品和零部件);
5. Items designed for Information Security, Surveillance, and/or Cybersecurity Intrusions（为信息安全、监视和/或网络安全入侵而设计的物品）;
6. Aircraft Parts/Equipment (飞机部件/设备);
7. Cameras(摄像机);
8. Antennas, GPS, Inertial Measurement Units (天线、全球定位系统、惯性测量单元);
9. Breathing Systems, Thrusters (呼吸系统、推进器);
10. Sonar Systems (声纳系统);
11. Underwater Communications (水下通信);
12. Vacuum Pumps(真空泵);
13. Wafer Fabrication Equipment, Test Equipment (晶片制造设备、测试设备);
14. Wafer Substrates (晶片衬底);
15. Oil Field Equipment (油田设备); and 以及
16. Luxury goods[2] （奢侈品）.

As a valued WorldFirst customer, we appreciate your support for our commitment to ensure that our mutual business collaborations are fully compliant with applicable international sanctions and export control laws and regulations. To achieve this goal, we have prepared this Letter of Assurance (“LOA”) for you to certify and acknowledge your compliance with such laws and regulations.
请在LOA签字并在七(7)个工作日内退还。如果签署的LOA在七(7)个工作日内没有退还，万里汇保留暂停或终止我们向您提供的服务的权利，也可能采取适用法律、法规或万里汇账户条款所允许的其他行动的权利。
Please sign the LOA and return it within seven (7) business days. If the signed LOA is not returned within seven (7) business days, WorldFirst reserves the right to suspend or terminate our services to you, or may take other actions permitted by applicable laws, regulations or under the terms and conditions of your WorldFirst Account.
LETTER OF ASSURANCE 承诺函
1. 我 （个人）或我司（公司）(以下简称“我或我司”)承诺严格遵守所有适用的出口管制法律和经济制裁法规，包括但不限于中国、美国、新加坡，英国，欧盟等相关法律法规。
I/We, the individual or company listed below (hereinafter “I, or the Company”) undertake(s) to fully comply with all applicable laws and regulations related to export controls and economic sanctions, including without limitation those of China, the United States, Singapore, United Kingdom, and the European Union.
2. 我或我司确认，我或我司及关联公司未被列入中国、联合国、美国、新加坡、英国和欧盟制定的任何出口管制或经济制裁限制方名单(“限制方名单”)，包括但不限于美国商务部的拒绝人员名单或实体清单，或美国财政部的特别指定人员名单。
I, or the Company, undertake(s) that I, or the Company and my/the Company’s affiliates, am/are not designated on any export control or economic sanctions restricted party list (“Restricted Party List”) enacted by China, United Nations, United States, Singapore, United Kingdom, and the European Union, including, but not limited to, the U.S. Department of Commerce’s Denied Persons List or Entity List or on the U.S. Department of Treasury’s Specially Designated Nationals and Blocked Persons (“SDN”) List.
3. 我或我司确认提供给第三方的、或者从第三方取得的所有硬件、软件和技术（统称“物项”）：
I, or the Company, confirm(s) that any products, software and/or technologies (collectively, “items”) which I, or the Company, either provide(s) to or obtain(s) from any third-party:
1) 从未且将来也不会被用以扰乱国际和平与安全，包括不会以任何方式被用以设计、开发、生产、储存或使用大规模杀伤性武器, 如核能、化学或生物武器，导弹，或用于运输任何类似武器，或涉及任何军事活动；
were not, are not, and will not be used to disrupt international peace and security, including not being used for designing, developing, producing, storing, or using mass destruction weapons in any manner, such as nuclear, chemical or biological weapons, or missiles, or for transporting any similar weapons, or for military activities;
2) 从未且将来也不会被直接或间接转移至适用的出口管制法律所规定的或被制裁的国家或地区（包括但不限于伊朗、朝鲜、古巴、叙利亚、苏丹、以及乌克兰克里米亚，顿涅茨克和卢甘斯克地区）；
were not, are not, and will not be transferred directly or indirectly to any embargoed or comprehensively sanctioned destinations (including without limitation Iran, North Korea, Cuba, Syria, Sudan, and the Crimea, Donetsk, and Luhansk regions of Ukraine);
3) 从未且将来也不会在美国商务部控制清单或其他俄罗斯出口控制限制中；
were not, are not, and will not be described on the U.S. Commerce Control List or on the other Russia Export Control Restrictions;[3]
4) 从未且将来也不会是上述十六类禁运产品；
were not, are not, and will not include restricted goods listed in the sixteen categories described above；
5) 直接或间接地转让给任何限制方名单上指定的任何实体或个人，并且没有任何此类实体或个人是涉及产品、软件或技术的任何交易；以及
were not, are not, and will not be transferred, directly or indirectly, to any entity or individual which is designated on any Restricted Party List and that no such party is a party to any transaction involving any products, software, or technologies; and.

Were not, are not, and will not be transferred, directly or indirectly, to any prohibited end-user or any prohibited end-use set forth in Part 744 of the U.S. EAR.

I, or the Company, confirm(s) that I, or the Company, am/is not a Russian or Belarussian military end-user, and undertake(s) that any parties that I, or the Company, transact(s) with are not, and will not be, Russian or Belarussian military end-users. [4]
5. 如因我或我司违反本承诺函或适用出口管制和经济制裁法律所导致的任何索偿、诉讼因由、诉讼、损失、费用、成本，应确保万里汇及其股东、董事、管理层、员工、以及代表免于承担相关责任，并应赔偿万里汇因我或我司违反适用出口管制和经济制裁法律所给万里汇造成的损失和费用。
I, or the Company, agree(s) to indemnify, defend, and hold harmless WorldFirst and its shareholders, directors, management, employees, and representatives from and against any claims, causes of action, litigation, damages, losses, and expenses arising out of or resulting from any violation of applicable export controls and economic sanctions laws for which I, or the Company, am/is responsible.
